This is a frame bag from "FAIRWEATHER," a brand named after clear and fine weather.

This item was created to allow you to ride your bike lightly without carrying heavy luggage on your back.
It's a bag that can be attached under the top tube of your frame.
Although it's one size, its exquisite sizing makes it a highly versatile design that fits most frame sizes, from sloping frames like hardtail MTBs to horizontal frames.
When combined with FAIRWEATHER's corner bag, it can be used full-size, ideal for bikepacking.
The body is made of lightweight, tear-resistant ripstop nylon, and the surface is fluorocarbon-treated for water repellency and dirt resistance.
A waterproof film is laminated on the back for high waterproofing, making it suitable for use in rainy weather.
Installation is very easy, and it can be securely fixed to the frame with Velcro and straps.
The right side of the main body is the main compartment, and the left side is a pocket with a divider, offering more capacity than it appears.
The zippers are water-resistant and come with drawcords, making them easy to access even with gloves on. The opening can be opened and closed while riding, allowing quick access to energy bars, cameras, etc.
The front end of the frame bag has a tube port (gap) for hydration.
It can also be used as a wiring port for battery lights.
